Robert Edward Baxley Jr. was born on March 22, 1924. He was the son of Robert Edward Baxley Sr. and Ida Brown Baxley. He was married to Catherin "Kathryn" Harville Baxley. T4 Baxley served in the United States Army with the 740th Tank Battalion in World War II. Known as the “Daredevil Tankers”, the 740th was a separate battalion that fought from Utah Beach all the way to the Baltic Sea in support of various divisions of the US war effort.

T4 Baxley was a retired employee of American Enka Corporation and was actively involved in his community. He was a member of Leadvale Masonic Lodge No. 390 F.& A.M. and Jefferson Chapter No. 41 of the Order of the Eastern Star. He also served for several years as County Commissioner of the 3rd District of Jefferson County and was a member of Leadvale Baptist Church. He died on January 10, 1998, and is now buried in the White Pine Cemetery, White Pine, Jefferson County, Tennessee, USA.
