Jose Enrique Ulloa was born on December 20, 1984, in the Dominican Republic. He graduated from Washington Irving High School, and although his family encouraged him to attend college and pursue a professional career, he chose to enlist in the United States Army. He was assigned to the 515th Transportation Company, 28th Transportation Battalion, Mannheim, Germany. He was later deployed to Iraq in support of Operation Iraqi Freedom.

Sgt Ulloa died on August 9, 2008, from wounds sustained on August 8 after his vehicle encountered an improvised explosive device in Sadr City, Iraq. He is now buried in the Jima Arriba Cemetery, La Vega, Municipio de Concepci�n de La Vega, La Vega, Dominican Republic.
